I would have renamed roles/dc-base/tasks/dropbear.yml as well as the related tag and boolean to make clear we're not installing dropbear instead of openssh. Something along boot_ssh maybe? (dropbear just happening to be the implementation)

I did not see your updates. I merged the code except the way to handle Toushirou-NG because I found a simpler way to avoid duplicating files. These specific settings are WIP and tracked in the Toushirou-NG branch.
