Description
When there is a disconnect from an upstream server, reconnect timer immediately jumps to the maximum 120s.
We need to have it progressively grow to 120s, from eg. 15s growing by 15s on each failure.

Ah well, we already have this as an option, but the default is depressing.
In 2022 people want things fast ! Like when I bounce eg. matterircd, it immediately waits 120s before the next attempt.
I could set it up as a lower value, but I think reducing this default to 30s won't hurt. This way we'll have 30s then +30s up to 10min = 20 steps instead of just 5.
